ANNOUNCEMENT REGARDING A PRESS RELEASE BY MTN NIGERIA COMMUNICATIONS LIMITED    
("MTN NIGERIA")                                                                 
MTN Nigeria to cut tariffs and to launch per second billing                     
MTN Nigeria is launching a major review of its product packages today. With     
effect from 1 December 2003, MTN Nigeria will implement a series of             
modifications on all of its products and services.                              
From 1 December 2003, tariffs on the popular pre-paid product, MTN Pay As You   
Go, will be reduced from Naira 50 to Naira 39 per minute for calls within MTN   
Nigeria"s network and to Naira 44 a minute for calls to other networks at peak  
periods between 7.00am and 6.59pm on work days.                                 
For off peak periods MTN Pay As You Go tariffs will be reduced to Naira 36 per  
minute for calls within MTN Nigeria"s network and to Naira 39 a minute for calls
to other networks. Off peak periods are from 7.00pm to 6.59am on workdays and   
throughout weekends and national public holidays.                               
Also effective from 1 December 2003, MTN Nigeria will offer a per-second billing
option on its products. On MTN Pay As You Go per second billing, MTN subscribers
will pay a flat tariff of 80 Kobo per second.                                   
MTN Group CEO, Phuthuma Nhleko, says, "The review is made possible by our strong
business performance and meets our promise to consistently deliver the best     
value for money to our customers."
